Who collects North Carolina sales tax
The North Carolina Department of Revenue (NCDOR) administers sales and use tax. The general state rate is 4.75%. Counties add local and transit taxes, collected by NCDOR with state tax on one return.
Installment agreements
NCDOR offers installment payment agreements for taxpayers who can't pay a bill in full; its online services let many taxpayers request one. Interest and penalties continue, current returns must be filed and paid, and NCDOR can use garnishment, levy and certificates of tax liability (liens) when a balance goes unresolved.
Personal liability
N.C. Gen. Stat. § 105-242.2 makes responsible persons — generally the president, treasurer or CFO of a corporation and the managers of an LLC — personally liable for unpaid trust-fund taxes such as sales and withholding tax. This mirrors the federal Trust Fund Recovery Penalty.
